Eva Copper EPBC Act

Harmony is seeking approval under the EPBC Act for the Stage 1 Referral Action (EPBC 2026/10587). The Stage 1 Referral Action is designed to support development of Critical Path Activities necessary to achieve first production of copper concentrate from the Project. The Stage 1 Referral Action has been identified as a standalone component of the broader Project, and has been determined to be a controlled action requiring assessment by Preliminary Documentation. The controlling provisions under the EPBC Act are listed threatened species and communities (section 18 and section 18A).

The Preliminary Documentation of the Stage 1 Referral Action is available on this page. Material will also be on display for viewing at no cost in hard copy for public comment for 10 business days from Thursday 3 September 2026 to Wednesday 16 September 2026 (inclusive – Queensland time) at the following locations:
