Harmony has referred the Eva Copper Mine Project (the Project) under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
The Project is operated by Eva Copper Mine Pty Ltd (ECMPL), a wholly owned subsidiary of Harmony Gold Mining Company Limited (Harmony). The Project is a large-scale open-cut copper mining and processing operation located in North West Queensland, 75 kilometres north of Cloncurry town.
Stage 1 Referral Action
Harmony is seeking approval under the EPBC Act for the Stage 1 Referral Action (EPBC 2026/10587). The Stage 1 Referral Action is designed to support development of Critical Path Activities necessary to achieve first production of copper concentrate from the Project. The Stage 1 Referral Action has been identified as a standalone component of the broader Project, and has been determined to be a controlled action requiring assessment by Preliminary Documentation. The controlling provisions under the EPBC Act are listed threatened species and communities (section 18 and section 18A).

The Final Preliminary Documentation associated with the Stage 1 Referral Action will be on display at no cost in hard copy for 10 business days from 1 October 2026 to 14 October 2026 at the following locations:
